I have several other servers that are exhibiting the same behavior. Rebooting does not restore the correct behavior.

Doh. I didn't even look on the General tab. On the misbehaving servers, the "Open each folder in the same window" radio button is checked, yet it still opens in a new window. I'm suspecting a bug in one of the previous updates, which gets fixed in the latest service pack.

I wonder if a simple reboot would have put things back the way to noirmal. As for where it is controlled, in Windows XP at least the place where that gets set is...

From the menu, Tools / Folder Options...

On the General tab, second grouping is "Browse folders". Choices are "Open each folder in the same window" and "Open each folder in its own window".
