		<description>Every President has proposed legislation.  It's not uncommon at all.  The President tells Congress what he wants done, sometimes more formally than others.  Congress is free to work from the President's draft legislation, write their own, or ignore the President's request.</description>

I'm confused about something here, though. Isn't this completely within the bailiwick of congress? Why is the executive branch throwing legislation to congress and telling them to pass it?</description>

The only point I'm having trouble with is that a free market correction would be so short term. I do believe the market would correct itself without outside intervention, but it seems to me that it would take years and that things could get very, VERY bad in the meantime.</description>
