Because it's technical screen-filling junk?
I'm a geek like yourself and, like yourself, have needed to do all of those things frequently. However - my needs (and yours, apparently,) are not those of an average user. Users already find many of the new features in Vista confusing simply because of the changes from previous versions - forget the concept of running as an administrator. It's simply foreign to an average user.

Speaking of which, "Run As..." was hidden in WinXP in the same manner. I use it all the time. There are lots of other neat hacks that would be handy, but it would practically turn my right-click into a full blown Start Menu. Don't even get me started on all the junk that WinZip/WinRar/every "cute" little program installed throws in the right-click context menu....

I'm just grateful to have the features built-in. Hitting shift before I right-click won't be a big deal.
